This document is developed in the framework of the European efforts to achieve an effective understanding of the global land and maritime external border domain through the collection, integration and dissemination of appropriate information, intelligence and development of knowledge. The document addresses those questions through the analysis of to what extend the RPAs systems fulfil the operational requirements for maritime and land surveillance. Border surveillance operational requirements and system performances are analysed to identify best fitting solution(s), jointly with an assessment of costs.

The identification of a particular location is frequently required in international trade and transport to track the
movement of goods. The names of such locations are often spelt in different ways, and sometimes the same
location is given different names in different languages, which creates confusion and difficulties for data exchange.
The identification, in a unique and unambiguous way, of any place involved in international trade is essential, so
a coding system was developed for this purpose. The coding system is referred to as the “United Nations LOCODE”
(UN/LOCODE), and it is intended to cover ports and other locations for purposes of international trade data
interchange.

The SQF is a framework of high-level learning outcomes that reflects all of the learning, for all border guard activities, across the EU. As an overarching frame of reference, the SQF encompasses all levels of qualifications acquired in vocational and academic education and training in the border guard field. It’s an instrument for reviewing training and for quality assurance that will lead to the development of ‘accreditable’ courses. The SQF is the platform for a coherent strategy that links all training products, from the common standards for basic, mid-level and high-level border guard training, to specialised and further training courses.

- Maritime Border Control
The SQFCGF is a meta-framework which eases the recognition of all vocational and academic education and training in the Coast Guard field. While on the one hand it facilitates the comparison of qualifications among EU Coast Guard functions Organisations and Agencies, on the other hand it has positive effects on interoperability and joint initiatives, as well as being a support for MMO operations. Its implementation is a voluntary but desirable process which will facilitate the development of the European Coast Guard Functions Training Network. This tool completes the analysis of the spectrum of the 11 Coast Guard Functions, in complementarity with the one for Border Guarding developed by Frontex (item Frontex 23) .

This manual presents a comprehensive foresight methodology tailor-made to Frontex’s needs and specificities. It provides Frontex with the practical knowledge required to conduct Technology Foresight (TF) studies in key technological fields and research areas. In Frontex, TF is understood as a research-driven process specifically designed for the technological assessment and identification of key future technologies for a particular subject. Unlike forecasting, TF focuses on assessing the current state of technology and identifying a wide range of plausible future consequences of technological development. Results are presented as linked to scenarios for the future.
