The following is a list of training courses across the Maritime Domain provided by the three Agencies.

Who can access the training courses
Staff involved in Fisheries Control and Inspection, from the competent authorities in the Member States (e.g. Fisheries administrations, Customs, Food Safety, Coast Guard entities), and in specific third countries. Some particular courses are open for staff from Frontex and EMSA (indicated in the table below)
How to access the training courses
Subscription to the course upon invitation issued by EFCA, by using the electronic registration system in the calendar of the EFCA e- learning platform. All event details are announced in the calendar.

From MSs, IPA Countries and ENP Countries: Flag State Inspectors, Port State Control Officers, ISM & ISPS Auditors, Environmental Inspectors and officers, Accident Investigators, Legal officers responsible for transposition and implementation of International and EU Maritime Legislation, MRCC Operators, Officers responsible for Vessel traffic monitoring and reporting, Officers responsible for Maritime surveillance, officers responsible for Marine pollution preparedness and response, Maritime Training Institutions Assessors, Recognised Organisation auditors Some particular courses are open to staff from Frontex and EFCA
How to access the training courses
EMSA submits an invitation to PR and focal points. Following a designation made by the national maritime administration, participants register on-line for the event through the following link: https://extranet.emsa.europa.eu/e-register/. All event details are announced in the training calendar published on EMSA website (regularly updated)

Who can access the training courses
Border and Coast Guard officers from EU Member States / Schengen Associated Countries nominated by the national authorities, who are foreseen to be deployed in Frontex Joint Operations under a specific operational profile (e.g. Border Surveillance Officer, European Coast Guard Functions Officer).
How to access the training courses
Upon Frontex invitation received via the National Frontex Point of Contact, participants will be granted access to the course content in the eLearning platform and/or be able to attend the contact learning phase.
Aim
The aims of the workshop are as follows:
- To improve the level playing field by ensuring a common application of NAFO port inspections procedures.
- To facilitate the sharing of the best available experience relating to the inspections of landings of fishing vessels with catches from the NAFO Regulatory Area.
Target audience
Member States inspectors performing NAFO port inspections.
Aim
The aims of the workshop are as follows.
- To improve the level playing field by ensuring a common understanding of NEAFC port state control (PSC) provisions.
- To facilitate the sharing of the best available experience relating to the inspections of landings from other contracting parties’ vessels in EU ports under NEAFC PSC.
Target audience
Member States inspectors performing port inspections and FMC staff dealing with PSC.
Audience
Staff of national maritime administrations or relevant national competent authorities involved in the implementation and enforcement of Directive (EU) 2019/883 on Port Reception Facilities for the delivery of waste from ships (PRF Directive).
Intended Learning Outcomes
- Develop a better understanding of the requirements of the Directive (EU) 2019/883 on Port Reception Facilities for the delivery of waste from ships;
- Develop the necessary knowledge and skills in order to carry out ship inspections within the context of the PRF Directive in an effective and harmonized manner;
- Get acquainted with the use of tools and services offered by EMSA in order to facilitate the implementation and enforcement of the PRF Directive.
Aim
The aims of the workshop are as follows.
- To improve the level playing field by ensuring a common understanding of harmonised inspection procedures in the Western Waters JDP area.
- To facilitate the sharing of the best available experience relating to the controlling and monitoring of the compliance of fishing activities with the legal requirements.
- To ensure the best possible quality of data exchanged within the framework of the Western Waters JDP.
- To promote cooperation in mixed/joint inspection teams through a discussion of practical cases.
The approach is based on the interactive participation of attendees and presentations delivered by invited inspectors.
Target audience
EU inspectors or trainers of EU inspectors.
(EFCA may limit the number of participants to guarantee the high quality of the workshop).

- To improve the level playing field by ensuring a common understanding and application of the regulations in force, with the aim of harmonising inspection procedures in the Black Sea JDP area.
- To facilitate the sharing of the best available experience relating to the controlling and monitoring of the compliance of fishing activities with the legal requirements.
- To ensure the best possible quality of data exchanged within the framework of the Black Sea JDP.
- To promote cooperation in mixed/joint inspection teams through a discussion of practical cases.
Target audience
Member State inspectors.
Aim
The objectives of the workshop are as follows:
- To level the playing field by ensuring a common understanding and application of the regulations in force, with the aim of harmonising inspection procedures in the context of priority fisheries across the Mediterranean Sea.
- To facilitate the sharing of the best available experience relating to the controlling and monitoring of the compliance of fishing operations with the legal requirements.
- To promote cooperation in mixed/joint inspection teams through a discussion of practical cases.
Target audience
Member State / EU / GFCM inspectors concerned under the eastern Atlantic and Mediterranean JDP.
Aim
The objective of the workshop is to improve the level playing field by ensuring a common understanding and the common application of the regulations in force, with the aim of harmonising inspection procedures in the Mediterranean Sea and eastern Atlantic in the context of fisheries of highly migratory species, namely Mediterranean swordfish, Mediterranean albacore, and eastern Atlantic and Mediterranean bluefin tuna.
Target audience
Member State / EU / ICCAT inspectors concerned under the eastern Atlantic and Mediterranean JDP.
Aim
The objectives of the workshop are as follows.
- To improve the level playing field by ensuring a common understanding and application of the regulations in force, with the aim of harmonising inspection procedures in the MED JDP area.
- To facilitate the sharing of the best available experience relating to the controlling and monitoring of the compliance with the Landing obligation and reporting requirements.
- To promote cooperation in mixed/joint inspection teams through a presentation and performing practical cases.
Target audience
Member State inspectors.
Aim
The objectives of the workshop are as follows.
- To improve the level playing field by ensuring a common understanding and application of the regulations in force, with the aim of harmonising inspection procedures in the western Mediterranean / Adriatic Sea in the context of the eastern Atlantic and Mediterranean JDP.
- To facilitate the sharing of the best available experience relating to the controlling and monitoring of the compliance of fishing activities with the legal requirements.
- To promote cooperation in mixed/joint inspection teams through a discussion of practical cases.
Target audience
Member State / EU inspectors concerned under the eastern Atlantic and Mediterranean JDP.

Aim
The aim of the training is to introduce the participant to, or develop their existing knowledge of, the advanced functions of the EFCA IMS web-based tool, specifically designed to support fisheries control, hosted within EMSA's Integrated Maritime Services (IMS).
The participant will be guided step-by-step through specific advanced functionalities.
Having completed the training, participants will be familiar with and able to perform the advanced functionalities of the EFCA IMS.
Target audience
Fisheries inspectors, coordinators, FMC Duty Officers/Operators, MS experts in charge of the catch certification scheme.
