The Commission Recommendation 2021/1222, adopted on 20 July 2021, established the Practical Handbook on European Cooperation on Coast Guard Functions.  

Purpose & objectives

The Handbook serves as a practical guide for national authorities responsible for coast guard functions, helping them to understand available services, training opportunities, cooperation mechanisms, and national contact points. It does not alter legal mandates but provides a structured resource for coordination.

Content and scope

  1. Covers cross-sector cooperation between EFCA, EMSA, and Frontex.

  2. Includes service, training, and best practice catalogues to support coast guard functions.

  3. Details regional and international cooperation frameworks and participation of Member States.

  4. Provides country factsheets listing national authorities responsible for coast guard functions.

  5. Focuses on EU and EFTA States, including civil and military entities with relevant roles.

The Handbook acts as an entry point for accessing essential information and improving coordination among European coast guard authorities without expanding or redefining existing mandates.
