Second call for participants (2025/2026)

The aim of the exchange programmes is to share experiences, best practices, and working methods, as well as to introduce the Hosts' equipment, resources, capabilities, and infrastructure.

The second period of the exchange programme will take place from September 2025 to September 2026. 

For this second period, 21 host organisations proposed 42 exchanges for 163 participants, to take place in nine Member States (Belgium, Croatia, Estonia, Finland, France, Italy, Poland, Portugal, and Spain) and Iceland. The exchanges cover all the coast guard functions, including sea and air activities. You can see the list of hosts here.

We encourage all EU Member States, the European Free Trade Association (EFTA) countries and Schengen associated countries coast guard authorities and entities, as well as coast guard academies to nominate participants for the second period call for participants.

Reimbursement of the exchange participants covers travel expenses, accommodation, and daily subsistence allowances (DSA) as incurred by the sending institution in accordance with its internal rules as well as EFCA reimbursement rules. The programme does not cover any costs incurred by the host. EFCA reserves the right not to allocate all places.

The deadline to apply is June 16th, 2025.  

Electronic submission through the online platform will be available from 01 April 2025 and for that a user account with the relevant permissions is needed. If you do not already have an account, this can be requested by your authority selected or nominated sending organisation Point of Contact via e-mail at cg.exchange@efca.europa.eu by providing sending organisation data (address, city / town, postcode, country) and sending organisation Point of Contact data (name, work position, e-mail and mobile phone).

Please note the following rules:

1. The applying participant / exchange participant candidate:

a) is from EU Member States, EFTA countries and Schengen associated countries Coast Guard authority, entity or academy;

b) as a priority, his/her sending organisation has submitted an application for host of the exchange programme;

c) has worked minimum one year in the sending organisation;

d) is fulfilling all the host requirements for the participants to participate in the exchange (incl. language level, trainings and qualifications, etc.) where he/she is applying;

e) has an approval of his/her line manager to participate in the exchange, where he/she is applying;

f) has a clear view about cascading the knowledge gathered from the exchange within his/her agency or entity;

g) can only apply for maximum two (2) different exchanges, clearly pointing out which is his/her first and second priority, as well as explaining his/her priorities and motivation;

h) has a clear view and demonstrates good motivation to participate in the exchange he/she is applying for. If the person is applying for different exchanges for each exchange application, the motivation letter in Annex 7 and Annex 9 point 3 should align with the specific exchange being applied for, rather than being general and not specific for each exchange.

i) as a priority, has not previously participated in CBTExPr exchange. In any case, it is not possible to participate in the same exchange as the year before.

2. The applications to participate in exchanges outside one's own geographical area are prioritized at all times.
