EFCA - Electronic Recording and Reporting System

The Electronic Recording and Reporting System is used for the automatic exchange of fishing activity data. These data are reported by fishing vessels to the national authorities of the flag state and are the exchanged through ERS using a standard format and protocol between the flag state and other parties (coastal state, control state, EFCA). This system is operational for EU fishing logbooks, (including catches and landing declarations) and EFCA receives data for a pre-established list of vessels.

Who can have access

All Member States participating in a JDP may have access to the EFCA ERS system. Credentials will be created to those Member State officials approved by the steering group Member State member.

EFCA - EMSA IMS to European Fisheries Control Agency Service

The Integrated Maritime Services for EFCA is an operational fisheries control coordination tool set-up and made available via the SafeSeaNet Ecosystem Graphical User Interface (SEG) developed by the European Maritime Safety Agency (EMSA). The system was developed through the cooperation between EFCA and EMSA and includes a real-time worldwide maritime awareness operational picture fusing and correlating VMS, terrestrial automatic identification systems (AIS), satellite AIS, and long-range identification and tracking (LRIT) as well as Vessel Detection Service (VDS) reports and satellite images delivered through the Copernicus Maritime Services.

All Member State Fisheries Control authorities as well as other MS authorities involved in IUU Catch Certificate verification (including of landlocked Member States).

The scope of this document is to describe minimum technical requirements and standards for REM systems, which
could be used as a tool to monitor and document compliance with the CFP landing obligation in EU fisheries. It is
meant as a guidance document for MS authorities to be used for the potential implementation of REM on their
vessels with the purpose of monitoring and control of the landing obligation and related provisions. The document
also seeks to highlight particular issues that require attention when implementing and using a REM system.

This document represents an overview of the methodology to guide this process, introducing the concept of
indicators, explaining how they can be used to measure compliance in fisheries, listing the properties that
characterise a good indicator and detailing how the procedure of incorporating indicators can take place at
national and regional level. With the use of these tools and following the methodology proposed, harmonised
compliance-based benchmarks can be obtained and a level playing field will be achieved.
